精神障害者の社会関係資本形成とCapabilityの関連について : 社会福祉基礎構造改革以前と以後の比較の視点から

Abstract

精神障害者は、コミュニケーションの障害があり、社会関係を作ることにハンディを持っている。そのため生活や生き方の選択の幅を広げていくことができず、生活の質を高めることができない。従って精神障害者が関係を作りやすい条件や環境は何かということを考えることは、精神障害者の福祉を考える上で重要である。この問題を社会関係資本論とアマルティア・センのCapability論とを結びつけることによって論じていきたい。精神障害者は社会関係資本を持つことによって「自分の関心や価値観に従って生活や人生を選択できる自由」を得て、Capability潜在的能力を高めることができると考える。本論文では、精神障害者はどのような特徴を持った集団や組織であれば、Capabilityを高める社会関係資本を作りやすいのか、また、制度政策は社会資本形成にどのような影響を与えるのかということを事例を通じて明らかにしていきたい。

People with mental illness are handicapped in building relationships with others owing to communication disability. For that reason they are not capable of broadening the range of life choices and they are not able to improve their quality of life. Therefore when considering welfare for the mentally ill, it is important to think about the conditions and environment in which they can easily build relationships. In this paper I will discuss this question from the perspective of Sen's Capability theory and Social capital theory. By having social capital people with mentall illness are able to obtain the freedom to choose life according to their interests and values, and improve their capability. I would like to clarify through a case study what the characteristics of groups and organizations are that make it easier for people with mental illness to form social capital, improving their Capability and how institutional policy affects this making process.
